Research On Tax Service Based On New Public Management

People’s quality of life has been improved in companion with the development of world economy. It comes a conclusion that a country’s public service quality determines its international competitiveness. As an important part in public service, the efficiency and security of taxation service has become an competing research around the world. To provide great, efficient and convenient taxpaying service is the new taxpaying management idea and important part of public service. It has also become the time theme of international taxation development which has been used in contemporary tax collection and management extensively.Tax-collection is an kind of public service which is taken by State or Regional Administration of Taxation with different methods to collect tax and social insurance according to law. This essay based on the angle of new public management, use public finance theory, service-oriented government theory and scientific development theory, take normative analysis, example analysis, comparative analysis and literature research, attempt to analysis Regional Administration of Taxation of Malong County as an example. The research can reflect the weakness and defectives in the development of chinese taxation, so we can analysis it scientificly and reasonably in order to find realistic methods. Meanwhile, by learning and researching from great taxation policy of other countries, to combine with local policy and environment comprehensively, propose methods which determine to improve social, personal taxation environment, and measures about tax collection performance evaluation. In hope that can be useful to the improvement and development of Malong taxation service system.
