A Research On How To Optimize The Tax Service In Dazhou National-Tax System

The tax service is an important part of the tax administration. The optimization of tax service is a significant content for tax authorities to establish and implement the scientific outlook on development, and to build up harmonious society of socialism; is a necessary choice for the transformation of government functions and the establishment of a modern tax collection; is an effective way to improve the quality and efficiency of tax administration; is essential to increase the economic benefits of the society, better relationship with taxpayers, regulate tax behaviors according to laws, and enhance the sense of tax honesty all over the society.In recent years, Dazhou state taxation system is active in finding approaches to optimizing tax service. By pursuing public tax administration system, practicing administrative approval with "two concentrations and two completions", simplifying procedures of tax paying, publicizing tax laws, and launching six kinds of characteristic services, Dazhou state taxation system has enhanced the administration of tax collection effectively. However, the tax service still has problems such as lacking of sense of service, insufficient publicity of tax law, inadequate mechanism of communication and coordination, not well-organized tax system, low level of informationization and low degree of professionalization of tax intermediary organizations. In light of theories of public administration and practices of tax service in advanced areas both at home and abroad, this paper provides suggestions in seven aspects for Dazhou state taxation system to optimizing tax service:updated ideas, enhance service awareness, strengthen organizational leadership, establish a working mechanism, rich tax services, tax services innovation means to simplify and standardize the Tax processes, reduce tax costs, strengthen tax service hall standardized construction, improve the examination system of supervision and incentives, build great service tax structure.With these suggestions,this paper may offer some enlightenment for constructions and improvements of tax service in other cities.
