China is entering the period of investment and construction of the largest urban rail transit investment and construction, the rail transportation construction, the local government debt and the financing mode of urban rail transportation and the sustainable development of enterprises become the focus of attention of the society. Foshan city in the next five years, the urban rail transportation line construction is more than 100 kilometers, with a total investment of more than 60 billion yuan, only by the investment of financial funds can not solve the large-scale rail transportation construction funds in Foshan city. How to innovate the financing mode of urban rail construction, raise funds for construction, ease government financial pressure, and obtain a stable operation during the operation, and further promote the sustainable development of rail transportation enterprises is a major issue worthy of study.As a quasi public goods, the urban rail transit has the characteristics of public goods, and has its own economic attributes. The public management idea is to promote the marketization of government functions and public services, to clarify the boundaries of government functions and investment, and to return the market to the market. According to this theory, the urban rail transit should be combined with the government and the market, as the main body of the city, to provide the urban rail transportation products and services.This paper puts forward the classification theory of urban rail transit, and tries to separate the assets of urban rail transit. The purpose is to further clarify the public benefit, the quasi public benefit and the management of the assets. Establish a combined financing model, enrich and improve the local government investment mode and financing channels for urban rail transit, ease the financial and operational pressure of local government finance in urban rail transit construction. The countermeasures and suggestions are put forward for the problems encountered in the construction of urban rail transit in Foshan city.
