Study On The Construction Of Ecological Civilization In Changbai Korean Autonomous County Of Jilin Province

China’s ethnic areas are relatively rich in biological resources,forest resources, mineral resources and other natural resources. These resources occupy extremely important positions in the structure of the national resources. However, some ethnic areas are located in the high cold, desert, loess and karst areas which are easy to cause the destruction of ecological environment. There are some ethnic minority areas, although the ecological environment is good, but the extensive mode of development which is oriented to the development of resources has led to the destruction of its ecological system. Therefore, we need to explore the scientific, healthy and sustainable road which has ethnic characteristics, through the construction of ecological civilization in ethnic areas to achieve "the five development" of ethnic areas.Changbai Korean Autonomous County of Jilin Province is the only Korean Autonomous County, located in the south of Changbai Mountain and the upper reaches of the Yalu River which is between China and Korea. It has the reputation of "Changbai forest, the village of ginseng, natural forest oxygen bar, green stereo treasury", and "ecological barrier in Northeast China". It is one of the ethnic minority autonomous areas which have better ecological and environmental foundation. But in the environment of economic development, Changbai County also faces the problem of "environmental protection or economic development" which generally exist in ethnic minority areas. The risks of destruction and potential deterioration of local ecological environment still exist. This paper, with the national development view as the angle of view, links theory with practice,based on the investigation and objective analysis of the situation of construction of ecological civilization in the Changbai County,affirms the effectiveness of ecological civilization construction, points out the problems in the county, puts forward the countermeasures and suggestions.The main body of the thesis is divided into four chapters. In the first chapter, the paper introduces the concept of ecological civilization, and then from the Marxist ecological view, develops Marxism ethnic theory and the ecological ideas of the leading groups of the CPC Central Committee, combeds the theoretical basis of the construction of ecological civilization. And then, It discusses the relationship between the development of national politics,national economy, national culture, national social and national ecological civilization construction, emphasizes the importance of the construction of ecological civilization in the minority areas of China; The second chapter analysis the current situation of ecological civilization construction of Changbai County from three aspects:the objective basis of the construction of ecological civilization, the institutional environment of the construction of ecological civilization, the remarkable achievements of the development of ecological economy; The third chapter discusses the main ecological problems and causes which exist in the Changbai County. The main ecological problems relates to the ecological destruction caused by the exploitation of mineral resources, the prominent contradictions of forest and ginseng, the lack of effective regulation of the tourism industry, the difficulties of burning firewood and so on. Unperfect working mechanism, the lack of environmental protection agency capacity building,the lack of capital investment in ecological construction and so on are the causes of ecological problems.In the fourth chapter, It investigates the related countermeasures of ecological civilization construction of Changbai County from three dimensions which include the green development of ethnic ecological economy, the harmonious development of ethnic ecological politics and the innovative development of ethnic ecological culture.
