| China’s 13th plan of five-year national development clearly defined "Playing a leading role in the comprehensive innovation of technology innovation", "To strengthen the original innovation, integrated innovation and the introduction of digestion, absorption and innovation". As a very important carrier of innovation from the introduction, absorption and digestion, FDI is always highly treated by the developing country, which is same as in China. Enhance the FDI spillover effect of technology innovation will be conducive to the 13th plan of five-year planning implementation.The FDI spillover effect is different from each industry. At present, FDI in China is still focusing on the secondary industry, and manufacturing industry takes about 31.4%, total 39.5 billion US dollar. In between, FDI takes more than 30% in the mid-high industry.The mid-high technology industry has a close industry relationship, supplies most of other industry production materials and equipment, creates huge job opportunities, which takes a very important role in our economic development. In 2015, the revenue of mid-high industry will take about 33% of the whole manufacture industry, and the new products revenue take about 20% of the total mid-high industry revenue. Thus, it is quite reasonable to study the technology innovation spillover effect in the mid-high technology industry. Base on this, the thesis uses the theory of the technology innovation and example analysis to study the FDI technical innovation spillover effect status, characteristics and challenge in the mid-high industry, to summarize its results, factors and future development.From this thesis, FDI technical innovation spillover effect includes product innovation which means the improvement and invention of the products during the production and sales stage; process innovation which new process, new equipment and new management. And the FDI technical innovation spillover effect channel includes the horizontal spillover effect in between the industries which includes competition spillover effect, sample spillover effect and human resource floating, forward and backward vertical spillover effect in the different industries.The thesis found that different region has different FDI spillover effect because of the different regional policy and development level. But recently the Chinese government pushes for the middle-west area development which brings more FDIs to support the innovation spillover effect. And the spillover effect in the industries analysis, that the overall innovation activities are increasing, but the foreign companies have better quality and commercial value than domestic companies.From the empirical analysis, found that the FDI spillover effect of technology innovation is positive, and domestic enterprises’ absorbing ability and R&D level are the key element of the spillover effect result. As the database from the running company will be more authenticity and persuasive, the thesis creatively uses the database from the elevator industry, K Company, found this spillover effect even exists between the different industries. And also it can motivate the "Publish Business Innovation" policy.At last, under more and more competition from the "New Normal" economic situation, the Chinese economic development mode is changing from the government guide, technology imitation, drive by the investment to the market guide, technology innovation. The thesis suggest:(I) Improve the self-innovation capability to speed up the innovation activities. (2)Improve the absorb capability to gain the spillover effect impact. (3)Pay attention to the correlative industry development. (4)Pay attention to the talent training and flow. Only from the self-innovation capability setup, our mid-high technology industry can get upgraded to support our manufacture industry become not only big, but also strong. |
