| At present, Transnational R&D investments increase rapidly. It has been a general trend that MNEs set up R&D institutions in different countries. The distribution of multinational R&D investments also presents new changes. The service sector serves as a spur to economic growth, and improves innovation. Modern service industry’s, especially the KIBS’impact on enterprises’ innovation with foreign R&D institutes becomes the main topic of this paper.After the financial crisis, the global economy begins recovering. How is the characteristics and trends of MNEs’ global R&D layout? While the service sector’s contribution to the economic has expanded, what roles does KIBS play in the the innovation process of manufacturing industry with the local linkage of foreign R&D institutes, and what the mechanisms act like?Refer to the theory of FDI spillover, the macro forces to innovation and analysis of value chain, we put forward that KIBS promote local manufacturing industry to absorb the R&D spillover of foreign R&D institutes including three kinds of mechanisms, market network, human capital and innovation intermediary. Firstly, KIBS help upgrade the local market and promote trade facilitation so that the flow of innovative elements and the combination of local industry with external innovation resources get to a higher level. Secondly, KIBS accelerate the flow and cluster of professional talents which facilitate the local manufacturing industry to acquire talents. Thirdly, innovation intermediaries help local manufacturing expand the cooperation with global R&D value chain and obtain continuous innovation power.After referring to related references we construct a panel data model based on innovation production fuction. We add foreign R&D investment and KIBS as the factors of the process that local manufacturing industry absorb the R&D spill over of foreign R&D institutes. We use Chinese provincial panel data and find that KIBS have positive influence on the process of local manufacturing industry absorb foreign R&D spill over. Generally speaking, there is evidence to support the former three mechanisms. Human capital service and innovation intermediary increase the innovative ability of local manufacturing industry. However, market network influence fails to get support probably because of the weak initiative of innovation for some export oriented enterprises.On the basis of former results, we come out with following suggestiongs in order to enhance the innovative ability of local manufacturing enterprises. Government should support the development of KIBS especially financial industry, leasing and commerical service, information transmission, software and information technology services and scientific research and technical services. We must take focus on cultivating market network which promotes the diffusion of innovative elements. Moreover human resourse services and innovation intermediary services should be pay great attention to. And it’s also significant to guide the export-oriented enterprises to expand inner R&D expenditure and enhance their innovation ability. |
