Chinese manufacturing industry has achieved globally remarkable achievements, but there are also problems which not strong in technological innovation and industrial innovation. On the issue of innovation and development of manufacturing industry, most of the current studies are based on endogenous development theory, which are lack of systematic research on the agglomeration of science and technology services to promote innovation of manufacturing industry. Therefore,it is of practical and theoretical significance to explore the impact of the agglomeration of science and technology services on the innovation performance of manufacturing industry in China.Based on innovation agglomeration theory and innovation ecology theory, this paper tries to establish a theoretical framework of science and technology service industry agglomeration from the perspective of innovation system, influencing reasons, influencing paths and mechanisms to promote manufacturing innovation.Based on the current situation of science and technology service industry in China, this paper uses grey correlation analysis method to verify the results, and compares the national and provincial data from 2005 to 2017,which are verified by the case of Nanjing.(1)This paper proposes a framework model for the agglomeration of science and technology service industries to promote manufacturing innovation. The regional innovation system consists of manufacturing enterprises, science and technology service enterprises, government, and colleges. As to influencing reasons, the demand for innovative services in the manufacturing industry is the connection foundation, which could enhance with the market competition. The science and technology service enterprises enhance their service capabilities through agglomeration, and strengthen the relationship with the manufacturing enterprises in the process of innovation. The regional self-organization cycle continues to deepen and strengthen their relationship. There are five accesses in the influencing paths, which contain direct participation in innovation process, enhancing the professional service abilities, enhancing integrated service abilities, strengthening the innovation elements agglomeration, and improving regional innovation environment. As to influence mechanisms, they mainly include knowledge spillover effects, competition effects, industrial linkage effects and platform mediation effects.(2)This paper proposes the hypothesis and makes empirical analysis. The paper proves the role of knowledge spillover effect, competition effect and industrial linkage effect in the process of impact. From the national data, the degree of correlation between technology service industry agglomeration and manufacturing technology innovation is higher than product innovation, and market competition effect has not played an important role in manufacturing innovation. There are diversities in the correlation between provinces, and there are strong differences in the effects. However, knowledge spillovers are the main cause of innovation in manufacturing, and the competitive effects mainly affect product innovation and industrial upgrading.(3)This paper conducts verification by the case of Nanjing. The paper starts from the practice of the development in Nanjing, and demonstrates the paths of science and technology service enterprises to participate in the innovation of manufacturing industry in Nanjing. The paper judges that the spillover effect of Nanjing is stronger than the average level of Jiangsu Province in technological innovation and product innovation, which is the main path of manufacturing innovation. However, science and technology service enterprises are failed to fully play their roles in industrial upgrading. This article has a total of 13 pictures,45 tables, and 64 references.
