Study On The Change Of Bank Loan Project And Claim Management

As an important part of the World Bank loan project management, both World Bank Loan Project Variation and Claim Management have a direct effect on the success of the whole project. In recent years, along with the deepening of the reform and opening-up policy, the project approval and implementation of World Bank loan projects has made great contributions to the acceleration of urban infrastructure construction as well as social and economic development. However, the relevant research and implementation of our coutry’s World Bank loans project changes and claims management are still in primary stage and far behind foreign countries. In addition, the related enterprises are starved for professionals who are skilled at project changes, claims as well as counterclaims. As a result, the number of theories of project changes and claims can not meet the needs of project management practices.According to personal experience, on the basis of the World Bank Loan Project—Liuzhou, Guangxi sewage treatment project, the author does research into the issues on project changes and claims of the World Bank loan projects from a contractor’s point of view. Firstly, the relevant theories of project management are referred to.Secondly, research has been conducted on the World Bank Loan Project, the features of World Bank Loan Project and the contractor contract risk management. Thirdly, some contents are discussed such as the current situation, existing problems and the process of Contract Variation and Claim Management of World Bank loan projects. Fourthly, the World Bank loan changes and how to deal with claims are involved based on some cases. Finally, several strategies related to the World Bank loan project changes and claims are being putted forward, which can enrich the World Bank loan project management experience.This research is expected to provide a few valuable experience with the staff working on the World Loan project so as to improve their abilities to handle the problems about project changes and claims management and raise their awareness of responsibilty for contractors, owners and the World Bank. As a consequence, the interests of multi-stakeholders can be guaranteed as much as possible, and the management level of the World Bank Loan Project can be elevated.
