The Research Of World Bank Forestry Construction Project Management Mode In Handan City

Since “the Three-North Shelter Forest Program” began construction in 1978, Chinese forestry projects got into the period of rapid development, which has made huge contribution to the socioeconomic development and ecological environment improvement of the country. However, there are still some problems can not be ignored in management of forestry projects which found in implementation process and results of the analysis. From the macroscopic way, forestry project lacked scientific planning and design, effective coordination among government sector, and did not establish a diversified investment mechanism and project management measure. From the microscopic way, has not yet formed a management mode suit for the development of forestry project, absence of fully assurance for quality control, progress control and fund control etc. Therefore, Scientific and efficient project management model should be established, which not only concerned the realization of the forestry leap-forward strategic target, but also the sustainable harmonious development between nature and human of country. World Bank forestry construction project in Handan city,not only improved the ecological environment and helped the local population get rid of poverty, but also helped us have the thinking and concept of modern forestry management which will play an important role in promoting forestry reform.Firstly, the paper overviews the theories of project management, introduces kinds of traditional project management modes, analyzes these characteristics and compares these advantage and disadvantage. Then,combined the actual of Handan city, analyzes the cause of forestry project management problem by management content、system and method etc. At the same time, discusses the present situation and effectiveness of 1-4 of World Bank forestry construction project in Handan city. On this basis, combined with the actual development of forestry in Handan City, paper use of project management theory to construct the World Bank forestry project management model, elaborated and research the World Bank project management model for aspects of the mission objectives, basic methods and operating procedures, forms of organization, operating procedures, management mechanisms. Finally, the paper revolves the project management functions to achieve the goal, On the implementation of the World Bank project management Handan City were analyzed and researched,generalized the World Bank project worth learning experience in management and innovation, analysis the problem when this system operated,and give the suggestion for the project,which have practical and heuristic significance.
