Research On Housing Accumulation Fund System From The Perspective Of Social Justice

Housing provident fund system in essence is a kind of policy of housing security system, which in order to meet the demand of housing finance of stable income of urban residents was originally conceived as mutual funds by transferring policy to solve the housing problems of urban low-income households. Housing provident fund system as a housing security system and an important part of social welfare in our country devotes a lot to China’s housing reform and housing security.Due to the imperfect places in system design, target orientation, legal support of current housing provident fund system, the housing provident fund system which should be an fair social welfare, however, appears unfair phenomenon, a certain deviation appears between system design and policy target, which lead to enlarging gap between different social groups in deposit and loan of housing provident fund. Meanwhile, the development of housing provident fund system in different area is not balanced, developed area and undeveloped area, large cities and remote small and medium-sized cities, the situation varies and relative unfairness lead to absolute unfairness. Therefore, it’s necessary to improve housing provident fund system to benefit urban low-income households and reveal fairness of social welfare.From the perspective of social welfare, this thesis reviews the development of China’s housing provident fund system and makes analysis on the characteristic and institutional arrangement of housing provident fund system. By comparing the running situation of housing provident fund in Shanghai and Harbin, the thesis combined with the study of the fairness issue of housing provident fund system, points out the problems that lead to the unfairness of housing provident fund system. On the basis of using the experience of Singapore’s central provident fund system for reference, this paper proposes suggestions on the reform of housing provident fund system, that is, amending target orientation, perfecting system design, improving management mechanism, strengthening the legal support, these suggestions can improve the housing provident fund system therefore to ensure the good implementation of housing provident fund system as social welfare.
