With the acceleration of urbanization,people's housing demand gradually increased,but the high housing prices makes the low-income people discouraged,housing security system has become the focus of attention in academia.This paper analyzes the current situation of China's housing accumulation fund system from the perspective of individual income tax,and discusses the reason of its reverse regulation.On the basis of drawing lessons from other countries' housing security tax policy,this paper puts forward the reform proposals of housing accumulation fund tax policy.First of all,this article analyzes the tax fairness of the individual income tax policy of Housing provident fund system from the perspective of system design.It discusses the progressive tax rate system and the system of the provident fund payment linked wage income,analyzes the effect of the tax deduction under the proportional tax rate and the progressive tax rate,and finds that high-income earners get a higher tax incentives,which results reverse regulation of income distribution.Then,it analyzes the tax fairness of the implementation of the housing accumulation fund tax policy.From the perspective of the coverage ratio,the deposit ratio and the deposit base,the paper discusses the tax burden between the different practitioners,the employees in different areas,the single income and the multiple income.As a discussion of the housing accumulation fund tax policy,this paper describes four representative individual income policies of housing security,analyzes the tax fairness,advantages and disadvantages of each policy.Finally,according to the current problems of accumulation fund of tax policy in our country,on the basis of using the experience of other countries,put forward the following proposals for reform: 1.uniting housing provident fund deposit ratio and deposit base limit;2.housing provident fund tax deduction can be changed to tax credit;3.create provident fund tax credit policy for Flexible employee;4.create provident fund tax credit policy for multiple income earners;5.implement the national financial discount for the low-income buyers.
