Study On The Problems And Countermeasures Of Energy - Saving Policy Implementation In Yangzhou City

With the sustainable development and green development concept deeply rooted, the importance of resource conservation and environmental protection is increasing. The governments have issued a series of energy-saving policies. In the new normal economic situation, how to effectively play the role of energy-saving policies to promote sustainable economic and social development is the urgent problem to be solved in Yangzhou.The integrated use of the literature, qualitative investigation, comparative analysis, based on the theory of industrial policy, has been taken in the process of writing the thesis. This paper summarizes the situation of energy conservation policy implementation and the results achieved in Yangzhou. Meanwhile, finds the problems of implementation deviation, the lack of capacity, process management and consciously participation. Then using the Smith policy implementation theory to dissect the reasons from four aspects. Such as, the policy design is not perfect, the set of implementation subject has defects, lack of policy resources protection, policy awareness and policy environment need to strengthen.The writer also learn the successful experience of other developed countries and domestic areas, such as a sound energy policy system, make full use of market mechanisms, sound policy implementation supervision, innovative mode of execution. The purpose of this thesis is to put forward countermeasures and suggestions, and to optimize the implementation of energy conservation policy in Yangzhou. First, improve the energy-saving policy system and establish policy evaluation system. Second, enhance potency dimension of stimulation, guidance, supervision and restraint. Third, improve the working mechanism to promote the implementation of a comprehensive energy policy. Fourth, strengthen learning and policy advocacy, improve the energy-saving policy cognition and identity.
