The executive effectiveness of energy saving and emissions reduction policies in local government is directly related to the achievement of national targets for saving energy and reducing emissions. With the rapid development of industrialization and urbanization process and the constant improvement of the level of living in our country, the energy demand will be remarkablely growed in the Twelfth Five-Year Plan period, which will further enhance the pressure for saving energy and reducing emissions. We must adhere to the basic state policy on energy saving and emissions reduction and take a road of sustainable development, and this is the inevitable trend of economic development.As one of the core cities of the Central Plains Economic Zone, the rapid development of economy and rigid growth of energy demand in Xinxiang City will be a foregone conclusion during the12FYP. According to provincial document, Xinxiang need reduce energy intensity by17%by2010, so, Xinxiang should strengthen energy saving and emission reduction policy implementation efforts to ensure the goal reached.Energy efficiency policy is a kind of public policy. From the point of view in public policy, this thesis discussed the implementation of energy efficiency policies by theory analysis and empirical research. Set the Xinxiang Municipal Government, the high energy-consuming enterprises and public as research object, summarizes the implementation of energy efficiency policies of Xinxiang and finds out the problems, Then,use the T. B Smith model of policy implementation to explain the causes of the problems, At last, profits from the domestic and international advanced experience and proposed the countermeasure and proposal.
