At present, the international economic situation is undergoing new changes. The economy of our country has come to the “new normal”, which also officially entered the age of high-end development towards. As one kind organization form of the modern enterprise system, The state-owned company relates to the important profession and the essential field of national economy arteries.The healthy development of State-owned enterpriseshas provided the institutional foundation, class foundation and economic foundation for the Party in governing and rejuvenating the country. At the same time, it play the vital role for Chine to adapt to the current economic situation and the transformation of the mode of development.If the state-owned enterprises want to play a role, it must have the advantage and core competitiveness which other types of enterprises do not have.The ideological and political work in the state-owned enterprisehas become the unique advantage due to the long-term development.At the same time, with the continuous development of economic society, our country’s enterprise system has been set up and be more perfect. The status of enterprise culture increasingly prominent, which has become an important part of enterprise core competence.This paper bases on the theory of symbiosis,combining literature research and field research, inductive and deductive methods.It argues and analyze the kind of relationship between ideological and political work of state-owned enterprises and the enterprise culture construction. At this point of view,this paper expands the depth and breadth of existing theoretical research.In the meantime,the author go to research repeatedly in-depth on the G group co., LTD.(hereinafter referred to as "G group).This paper set G group as an example for empirical study.Through theoretical and empirical analysis, we explore an effective strategy of promoting its mutualistic symbiosis thereby, enhance the core competitiveness of state-owned enterprises and the enterprise soft power.In the first chapter of this paper, the first part discusses the meaning and role of the state-owned enterprise ideological and political work,at the same time, carries on the transformation process;The second part discusses the connotation of the strategic significance of state-owned enterprise culture construction, etc, and describes the state-owned enterprise culture construction since the budding the evolution course of exploration to the development of innovation.All this do theory preparation for after discussion.In the second chapter of the paper, the first part defines the concept and the basic elements of symbiosis.The second part applies the method of normative research, which hypothesis and tests hypothesis and verification the relationship between the ideological and political work and enterprise culture construction.This part also clarifies the the three elements of symbiosis(The symbiotic environment,Symbiotic unit,symbiotic relationship). Through the symbiosis model to simulate the symbiosis of the two arguments. The symbiotic model and analysis is the core theory in this paper.In the third chapter of this paper, we carry on the empirical analysis to research on the symbiosis of state-owned enterprise ideological and political work and enterprise culture construction. This part use the group G as a case, doing observation and analysis of occurrence, development and change of process in state-owned enterprise party construction.This paper expounds enterprise symbiosis situation, practice and experience of enlightenment of ideological and political work and enterprise culture construction in the G group.It provides the basis for policy recommendations for the fourth chapter.The fourth chapter of this paper, discusses the symbiosis strategy of the state-owned enterprise ideological and political work and enterprise culture construction. This part based on the above theory and empirical studies,doing the research analysis, reflection and summary again.The symbiosis strategy is proposed,in view of the current problems of symbiosis in ideological and political work and the enterprise culture construction,This paper draws the following two conclusions.Firstly, there is quite a symbiotic relationship between the state-owned enterprise ideological and political work and the enterprise culture.Because they meet the behavior principle of compatibility and have the symbiotic interface.Secondly, the symbiotic relationship is affected by the symbiotic environment.Thus we should enlarge the symbiotic interface and improve the behavior set compatibility to improve theirs environment adaptability.In terms of symbiotic environment, we should build mutually beneficial and win-win symbiosis mechanism. In terms of symbiotic unit, we should cultivate enterprise’s core values.In terms of symbiotic relationship,we should explore the work mode of "large party construction". These three kinds of dominant innovation thinking mode permeate and promote mutually and push symbiotic system forward.The highlight of this article in the second chapter.This chapter is on the basis of symbiosis theory, referring to previous research results and then establishing the symbiotic model. This article’s innovation lies in using method of combining the literature research and field research, the combination of inductive and deductive research.Discussing the symbiotic relationship of state-owned enterprise ideology political and the enterprise culture construction from two aspects, which in both theory and practice. And then,this paper puts forward the symbiosis strategy.
