Chinese auto industry Kept 18.1% fast growth over the past ten years, the sales of Chinese vehicles surpassed 21 million in 2013, in the forecasting future, Chinese is expecting to experience another ten golden year in auto industry. Under the driving of Chinese huge car sales, the auto parts industry is also growing very fast in China, now China has already been the biggest auto parts market. The multinational companies in auto parts already deployed their business in China since the very earlier time intending to occupy Chinese market, but the Chinese local auto parts companies basically stand on a lower base because of those disadvantages from funds, technology and program management, it is difficult for them to compete with foreign multinational corporation, mostly reduced as sub-suppliers of them. Under the pressure of external competition, the Chinese local auto parts companies urgently need to improve their project management skills in procurement, so that they can gain the advantage in a competitive environment and win more marketing share.It is typically based on the background discussed above, this paper combines related knowledge of program management, refers to MIB case of HD company to have a professional study and analysis for project purchasing management. The paper firstly introduces the marketing status of Chinese auto industry, and reviews the associated studies intending to find the theoretical supports in literature, then defines and explains the terms of project, purchasing management and project purchasing management so that the readers can have a clear understanding to the paper from view of project purchasing management, in the following chapter, the paper gradually steers to main study and discussion for MIB project, finally the conclusion and outlook. In MIB case study, the project purchasing management is divided into four sections according to the automotive program lifetime, namely:project planning, project design and development, sample building, production validation, between the four sections, the purchasing knowledge and skills was applied in respective section by detailed discussion and analysis.At present, there are some studies about project purchasing management in auto parts industry, but there are few cases to focus on analyzing by applying the professional knowledge and skills through the entire automotive project life, to some extent, it is complement in this knowledge field. In addition, the paper conduces on the professional analysis by using procurement knowledge in each section, all of these professional knowledge is applied systematically as a whole in project purchasing management, it is expected to have a guide for Chinese local enterprises.
