The mixed-ownership enconomy is the organizational form of enterprise property rights and economic form formed by government capital, human collective capital, non public capital. The opening, integration and flowing are the fundamental characteristics of the ownership. It meets the requirement of socialization of production for the property operation; it speeds up the ability and speed of capital accumulation; it optimizes the ownership of capital; it provides a new path for the transformation of the ownership.The Chinese mixed-ownership enconomy thought originate from the stock economy of Marx and Engles, and Lenin’s national capitalism ideology. On this basis, Chinese mixed-ownership economy thought have been through four stages:the embryonic stage of 1949-1978; the proposal stage of 1979-1997; the stage of development is 1999-2007; the stage of deepening development is after 2012.Chinese mixed ownership economy thought profoundly reveals the mixed ownership economy of nature, to perfect the system of theoretical system of the socialist market economy, especially provides an important theoretical basis for the construction socialism harmonious society. By this concept, China has taken part in the practice of the mixed-ownership enconmy. China innovates the realization of the public ownership, to develop the reform of state-owned enterprises, the state-owned enterprises and private enterprises complement each other. The development of mixed ownership in our country has many problems, such as the monopoly of stated-ownes economy and unperfected capital markets and property rights market and irrational corporate inside governance. To solving these problems, we should take some counter-measures to make sure the development direction, to accelerate the strategic adjustment of state-owned economy and the reform of state-owned enterpises, to eliminate institutional obstacles to non-public econominc and to vigorously develop the capital market and property rights trading market.
