Research On The Positive Development Of Mixed Ownership Economy By State - Owned Enterprises

Since the reform and opening, state-owned enterprises have made positiveachievements.State-owned enterprises make an important contribution for thenational economic and social development with its vigor improving and economylayout structure optimizing constantly.But overall, due to the reform of state-ownedenterprise property right system has not yet made a breakthrough, the fact that lowefficiency of state-owned enterprises still has not changed. To realize the assets ofstate-owned enterprises reform and the new breakthrough,we should activelydevelop a mixed economy, according to the spirit of the third plenary session of the18 th,which further promote the reform of property right system, implement differentownership capital mixed, make the most of the state-owned enterprises into themixed ownership enterprises, promote the decisive role of market in the allocation ofresources, and promote the reform of management system of economy.All haveimportant theoretical and realistic significance. How to actively develop the mixedownership economy and effectively promote the reform of state-owned enterprises isa very important topic at present.This paper is based on this.The dissertation is divided into five chapters. In first chapter firstly described thebackground and meaning of this state-owned enterprises developing the mixedownership at present. Then summarized the problems that might occur in the processand the proposed hybrid forms from the academia and practice fields.Finally, thepaper introduced the research thought and framework of this article. The secondchapter firstly expounded the connotation of the mixed ownership and mixedeconomy and made a comparison.Then the basic forms of the mixed ownership wereintroduced.Finally, the characteristic and function of the mixed ownership areanalyzed, providing theoretical basis for state-owned enterprises to develop themixed ownership economy. The third chapter analyzed the present situation of state-owned enterprises to develop the mixed ownership including the achievements andexisting problems. The chapter made empirical analysis on the current situation ofmixed ownership. And then it made a comprehensive analysis on the main problemsand restricting factors in the process of developing the mixed ownership of state-owned enterprises the,including the ideological understanding, system mechanism,the problems left over by history and so on. The fourth chapter was about the basicprinciples and implementation path of developing the mixed ownership economy.The fifth chapter presented some advice and thinking about the development of themixed ownership economy. This chapter firstly made some targeted suggestions onthe basis of the previously analysis of the problems appeared in the process of state-owned enterprises to develop a mixed ownership and on the basis of factors thatlimited the development of mixed ownership.And then I did some thinking ofdeveloping a mixed ownership economy,and I came to that initiative,emancipatingthe mind,efficiency and be practical and realistic were important.
