A Study On The Supervision Of Village - Level Financial Work In S Town Of Taixing City

With the further development of rural economy and the social public utilities, village level financial supervision status increasingly appears very important. In recent years, especially after the implementation of tax and fee reform in rural areas, village departments must be in accordance with the relevant provisions of the Ministry of finance "The financial system of village collaboration economy organizes ", the establishment of a sound financial management system, to achieve complete books, charge to an account in a timely manner, independent accounting, democratic management. Only in this way, we can really play its due performance. This paper based on the research of the status quo of village level financial work of the town of S in Taixing, focuses on the analysis of regulatory dilemma in current village financial work and the reasons, clear under the new situation of rural financial regulatory main objectives and tasks, by drawing on the advanced areas of village level financial supervision practice experience, to strengthen the construction of the village cadres, village level financial supervision gradually moving towards the institutionalized, standardization of the road, through the perfection and innovation of village level financial supervision system, the establishment of accountability mechanisms, standardize financial work, safeguard the legitimate rights and interests of the village collective economic organizations and their members.Full text content is divided into five chapters in order to start:first, on the basis of the established general specification, a brief description of the background, purpose and significance of this study, in the detailed reading of related literature at home and abroad on the basis, by summarizing and inducing different modes of domestic and foreign rural financial work, find the commonness of the medium. Then with the help of the relevant theory and the village level financial supervision work, in order to establish the research foundation of this paper and the main methods used, as well as the relevant research focus. Then, the author takes the advantage of the work, for a more detailed investigation and analysis, selected some representative cases happened actually in the town of S, analysis of the loopholes in all aspects of the regulatory, and then find out many supervision management problems of village level financial work in the presence of tube; combined with the questionnaire survey, and visits to relevant people and professionals, investigates on the actual state of the financial supervision of the town of S thoroughly. Finally, quantify the statistical data analysis, to find out the current village level financial supervision in the face of the outstanding problems of the town of S, such as rural financial regulatory content is not comprehensive enough, village level financial supervision becomes a mere formality, village level financial supervision staff strength is weak, the village level financial regulation performance is serious lack, the fundamental reason lies in village level financial there are loopholes in the regulatory mechanism, rural financial regulatory system is not perfect, the regulators thought understanding existence erroneous zone, village level financial liability investigation is not in place. Aiming at the above problems and causes, this paper argues that establish and improve rural financial regulatory mechanism, perfect the supervisory system and innovation of the village level financial work, to strengthen the team construction in village level financial regulators, strengthen accountability mechanisms, and will be regarded as reasonable and effective countermeasures.
