Research On Financial Support For Village-level Collective Economic Development

Since the implementation of the household contractual management responsibility system,the insufficient development of village collective economic organizations,the imperfect dual-level management system of unification and integration,and the lagging development of village collective economy have become bottlenecks restricting the common prosperity of farmers and the sustainable development of rural economy and society.Since 2016,in some parts of the country,pilot projects of financial support for village-level collective economic development have been carried out.Through the guidance of financial funds,we try to support the development of village-level collective economy,further optimize the allocation of resources,promote the moderate scale operation of agriculture,and cultivate new growth points of rural economy.We have achieved good results,and the economic and social benefits of the pilot areas are obvious.However,there are still some problems that can not be ignored,such as unbalanced development among regions,narrow Income-increasing path,inefficient use of financial funds,non-standard use of funds,inactive institutional mechanism of village collective economic organizations,etc.There are still many problems to be further studied on financial support for village collective economic development.Through long-term groping and in-depth investigation,on the basis of studying the current situation of financial support for village-level collective economic development in F City of Shandong Province,this paper finds that the main reasons restricting the development of pilot work lie in the weak action of village-level collective economic organizations,low quality of projects,inadequate exploitation and utilization of resources,decentralized financial funds,inadequate supervision and relevant institutional mechanisms,insufficient system,etc.This paper puts forward some countermeasures and suggestions.Guided by Marx's theory of average profit margin,this paper puts forward that we should give full play to the supporting and guiding role of financial funds,establish the input mechanism of basic public services in rural areas,and implement the combination of villages and villages,and the combination of villages and enterprises to realize intensive operation so as to improve the profit margin and guide multi-party capital investment.Guided by Schultz's transformation of traditional agricultural theory,this paper proposes to establish and improve the institutional mechanism of village-level collective economic organizations,and help them to do well in policy guidance and professional training so as to achieve the goal of establishing modern agriculture.Guided by the theory of public goods and market failure,and combined with financial functions,this paper proposes to explore a new type of rural public service operation mechanism,strengthen financial supervision and improve the efficiency of fund use.It is hoped that these measures can further strengthen the collective economy at the village level,better solve the problems of agriculture,countryside and farmers,and explore effective ways to promote rural revitalization.
