The Research Of China’s Civil Aviation Government Regulation Reform

Whether our country’s people can maintain their vital interests, whether a number of civilaviation enterprises can maintain their sustainable development, and whether our country can realizethe civil strategic target, all of these are depended on whether China’s civil aviation governmentregulation can be successfully reformed. My paper summarizes the issues of China’s civil aviationregulation reform, And in combination with the actual in China’s civil aviation and the internationalexperience of civil aviation regulation reform, then put forward some Suggestions andcountermeasures for china’s civil aviation regulation reform.Firstly, on the basic of collecting many relative materials, I clarify the theoretical basis of civilaviation regulation reform, and clearly analyze the four field theories of civil aviation regulationreform, and clearly illustrates the application of the theories. Secondly, on the basic of analyzing thereasons and clarifying the of five stages of the civil aviation regulation reform, I sum up four bigproblems of China’s civil aviation regulation reform. Thirdly, I select United States, Britain andJapan,which are all the typical countries with special experiences of civil aviation governmentregulation reform, and I sum up the useful international experience for our country’s reform. The lastbut not the least, I put forward four countermeasures and Suggestions: the first suggestion is to locatethe market natures of China’s civil aviation four regulation, which both has monopoly and competitivecoexist, and according to the special market natures,I propose the reform direction of governmentregulation is to strengthen some regulations and relax regulations specially; the second suggestion isto separate the government department and expertise,and definite the rules of functions for China’scivil aviation regulation correctly; the third suggestion is to construct and perfect the supervisionsystem of China’s civil aviation’s regulatory reform;the last suggestion is to strengthen theconstruction of the legal system in China’s civil aviation regulation, and provide good legalenvironment and legal protection for government regulation reform of China’s civil aviation.
