| Public service is related to each individual’s right to subsistence and development, and it is the basic right that every citizen should enjoy. With the development of social economy, new urbanization in our country is developing rapidly, and now it is at the key stage of a hypothesis about the new urbanization. With the ongoing progress of the new urbanization, Chinese people’s demand for public services is in the period of rapid growth. The new urbanization emphasizes the importance of matching its supply to public service. Inadequate supply of public service not only affects the residents’ basic necessities of life and the enhancing people’s sense of happiness, but also becomes the restrictive factors in the development of new urbanization. The promotion of new urbanization has brought opportunities for the development of public service. Public service is a process that the new urbanization must face, and its key problem-solving point. There are mutual promotion and mutual influence between the new urbanization and public service. Chinese grass-roots government faces the public directly, and its main function is public service and social management. Consequently, how to improve the ability and level of public service supply in the context of the new urbanization is the problem that grass-roots government should think seriously.In this paper, the literature analysis method and case study method were employed. It considered Chenggong New District in Kunming city as a case study, and tried to find out local grass-roots government’s approach to improving the supply of public services in the process of the new urbanization. This paper is divided into six parts. The first part is the introduction, which introduces the the research background and significance, the domestic and foreign research literature review, method and technology, and innovation and deficiency points. The second part presents the related concepts of the public service and the new urbanization and the research theory of this paper. In the third part, it firstly shows the development process of the new urbanization in China and expounds the connotation of the new urbanization. Secondly, it points out that Chenggong District is in the state of new urbanization. Then it introduces Wujiaying Street in Chenggong District public service supply. Finally, according to the current situation of Wujiaying Street, It objectively analyzes the influence of the new urbanization on Wujiaying street public service. The fourth part analyzes the grass-roots government’s public service supply problems and the respective reasons. The fifth part puts forward some ideas on the improvement of grass-roots government’s public service supply as follows. Building a service-oriented grass-roots government from management to service, improving people’s basic demand for public service expression mechanism and enhancing decision-making effectiveness, making supply basic standards and establishing scientific performance evaluation mechanism, establishing pluralistic supply mechanism and expanding the scales of supply, making sure of all levels of government’s power and responsibilities, reforming the current government accountability system, and enhancing grass-roots government’s sense of responsibility are all the aspects needed to be considered. The sixth part concludes that grass-roots government being in the process of new urbanization has a long way to go in the promotion of public service supply capacity and level.Grass-roots government should attach importance to talents, seize the opportunity of development on the new urbanization to improve the public service supply. |
