In recent years,with the transformation of government functions,the public more and more high to the requirement of a service-oriented government,tax authorities as an important functional departments of the government,tax management concept should be convert to the service.As to continuously strengthen tax obligations,civil rights consciousness constantly strengthen,how to better service for taxpayer,taxpayer satisfaction ascension into the tax authority is priority.Based on the static Angle,through the communication in daily work and taxpayers,and the form of questionnaire investigation,a total of 300 questionnaires,in the face of multi-level taxpayers,wide coverage of survey and pertinence,according to the feedback of questionnaire by statistical analysis conclusion,combined with the 2014 annual national taxpayer satisfaction survey results,find out the problems existing in the grass-roots tax service mainly on tax collection and administration of the offside and absence of tax service,lack of normalized examination mechanism,less tax service innovation means,the existing patterns of innovation not enough stability and third parties involved in tax services exist,tax voluntary service to development.Finally based on the relevant theory of public management and foreign tax authorities in the tax service experience in practice,the tax authority at the grass-roots level tax service deeply analyzes the existing problems and causes,and then puts forward the targeted countermeasures and methods,from the system level actively promote the combination of tax collection and administration and tax services,establish and improve the tax service assessment nomalized mechanism,the positive development of tax service innovation means and methods and to ensure its efficient use,further play to third parties on the tax payment service for the convenience of role,form a good atmosphere of tax service.Hope grass-roots tax authorities on the basis of summarizing the past experience good practice to actively explore new measures,tax services to further improve the level of tax service,improve the efficiency of tax service,improve the taxpayer's satisfaction.
