| Advanced education makes a strong nation. Education is the foundation of national promotion and social progress. Preferential development compulsory education, which is significant for the well-off society construction as well as “China Dream” realization. Compulsory education as the cornerstone of the whole education system, the importance is self-evident. In recent years, the educational undertakings develop quickly, compulsory education achieve high level of popularity. But at present, the conflict between funds supply and funds demand are increasingly severe, the shortage of funds and the waste of educational resources still exist, to some extend hindered the development of compulsory education. In the case of countries with limited financial resources, the focus of the present compulsory education development is to improve compulsory education benefit and to make progress of rural economy.In this paper, it researches on the efficiency of China′s fiscal compulsory education and influence factors.First, it explains the basic theory of fiscal compulsory education. Second, it analyzes the basic situation of fiscal compulsory education and compares the foreign experiences. Lastly, based on the data of 2000-2014, it makes an empirical study on the fiscal compulsory education expenditure efficiencies and some influence factors by DEA-Tobit model, then according to the results, it puts forward the corresponding policy recommendations.Then, we could make some conclusions through the empirical analysis: owing to such social and economic factors as GDP per capital rate, government spending, expenditure structure and family attitudes, fiscal compulsory education expenditure efficiencies vary widely among different regions. In the end, put forward suggestions to improve fiscal compulsory education expenditure performance according to the result of empirical analysis. |
