The mutual-separation urban rural binary social security system, formed in the history of our country, is far out of the development need of both the market economy and the urban rural coordination. On abroad, the urban rural social security system transformational theory and its practice are continuously developing, but there still exists such status, as different theories are conflicting on many problems. Civil scholars haven't researched thoroughly enough, while in the practice there lacks a general explicit policy guide in the whole country. Therefore, this article has made a unified strategic thinking on how to build the urban rural social security system in our country.From the economics viewpoint, synthetically using systematical research method, comparative analysis method, the joint research method of regulation analysis and authentic proof analysis with laying special emphasis on the latter, this article makes an analysis on our country's binary social security system, and quite systematically puts forward the formation mode about urban rural social security system, route selection, link-up mechanism and other tentative ideas as above.In the article, the following main viewpoints have been posed: (1) It is very important to construct the urban rural social security system as a whole.The development of social security system must consider the objective stipulation of different development stages of the economic society on the policy selection for the social security. From the long-term development goals of our country, the social security system shall have such basic features as covering the whole people, linking the urban and rural areas, moderate level, diversified functions, socialized, sustainability, and so on, and finally realize the goal of everyone within social security. On present period, we need plan as a whole, make innovation on system. We need set up such a linked social insurance system with difference between the urban and the rural, as fits in the production power's development, and the person, the community and the country are endurable. Set up three different changeable social insurance matrixes among cities and towns, countryside and peasant labors. Respectively making system arrangement on social insurance according to four kinds of crowds that includes labors that obtain standard employment for full-time, staff that are flexible to find work, peasant labors, peasants who are imposed on land, and peasants who have a certain economical conditions.(2) The social insurance system for peasant labors is a bridge and bond connecting the current urban social insurance system and the rural social insurancesystem. Since bring peasant labors directly and wholly into the urban social insurance system is not practical, while bring them into the rural social insurance system is not desirable, the comprehensive social insurance system for the low-level peasant labors is an expedient measure. It shall be classified to guide and execute, and set up a social insurance system with features of low threshold, widely covered, elastic, apt to link, etc, since peasant labors have the characteristics such as transferability, low income, big mobility, etc. overall carry out unite industrial injury insurance system, set up the grave disease or disease hospitalized mechanism, set up an elastic retirement insurance system with classified types and levels. It shall push on by areas, the developed areas may go ahead; bring into by types, lay the importance on the rural groups which have comparatively stable income and the peasants who have been levied on land, cover the whole countryside and the whole peasants step by step; plan on whole and develop when taking the "big account, small unite plan" social basic retirement insurance system as the core; set up government subsidy mechanism with the emphasis on using land to change security, open up rural social insurance fund raising channels.(4) The social insurance systems between the urban the rural shall realize linking up. It should carry out the unification on national basic rules, set up permanent personal account, construct nationwide social security information net system, speed up the realization of higher level planning, formulate methods for social insurance relationship transfer and continue to link up, fasten the reform of the census register system, create the conditions for the realization of the link-up and the final unification of the urban and rural social insurance system.
