Ruian City were elaborated Situation rural social security system is implemented from three aspects:(1) Rural health care, citizens benefit continuously expanding, the participation enthusiasm is improved, medical costs are effectively controlled, and the supporting facilities were improved and so on, at the same time, there are many problems,such as financing difficulties, low reimbursement levels of compensation, medical institutions are not perfect and healthy rate;(2) rural old-age security, promote co-ordination of the social pension insurance system for urban and rural residents and farmers whose land security work, but there is lack of a unified system security, single source of funds, financial support the intensity of small, low standard of basic pension and social security institutions to manage imperfect;(3) aspects of rural social assistance,rescue information systems, information officer effective team improved standard rescue and medical assistance level has been improved, but still rescue low level, difficult to determine the relief objects, lack of effective supervision.2.
