This thesis attempts to work out an panorama of the property rights reform of military enterprises by answering three fundamental questions on the property rights reform of military enterprises. The three questions are: Why should military enterprises carry out property right reform? What are goal modes of property rights reform of military enterprises? How can military enterprises be geared into the goal modes? Around the three questions we have made the present research based on empirical models, and the basic conclusion is that:(1) generally speaking, private-owned enterprises run more efficiently than state-owned enterprises, and this conclusion fits the military enterprise too.(2) There are three kinds of goal modes of government-dominated reform in the property rights of military enterprises, namely, solely state-owned company, Limited company and Limited Company. Military enterprises with high degree of military asset specificity are suitable to be transformed into solely state-owned company or Limited company, and military enterprises with relatively low degree of military asset specificity are fit to be converted into Limited company or Limited Company.(3) The property rights reform is as important as the competitive market structure. With the increasing market competition, property rights will grow into a major factor influencing the efficiency of military enterprises. So the demand for property rights reform has now become stronger and stronger. We should not pay attention to the adjustment of the market structure and ignore property rights reform.(4) The property rights reform of military enterprises should begin from relatively unimportant enterprises. As the property rights reform of state-owned enterprises deepens in more enterprises and in larger scale, the reform can gradually be extended to military enterprises.In addition, as to the heatedly-discussed but easily-misunderstood problem such as supporting ability and maintaining secrecy, we hold that the property rights reform of military enterprises will only enhance the supportability to national security, instead of weakening it, and the secrecy should not be the obstacle of property rights reform of military enterprises.
