The article used the narrow sense concept of satellite city, namely the positive satellite city in practice, which is confirmed from scale, space and independence, etc. According to the third overall planning of Xi'an city, there are six satellite cities in Xi'an, they are Changan , Lintong , Huxian , Zhouzhi, Gaoling, Lantian.The article expound the question existing of satellite city at present especially: the disparity in urban and rural areas is great; the population and the employment concentrate on the main urban area excessively; the overall arrangement structure is unreasonable; the satellite city can't appeal many people; the urban scale of the satellite is too small; foundation, public utility lag behind; there is not much characteristic of the satellite city, etc.Using ROXY index the article draw the conclusion that Xi'an city still in the state of gathering at present, then the function of Xi'an satellite city is not only to evacuating some industry of Xi'an, but also to help the center city make the function transition at the same time.In the last part, the article carries on the strategic research of the satellite of Xi'an. At first, using the gravitation mode the article confirms the range of Xi'an district, then the article carries on the analysis of the distance optimizing, economic linking, perimeter urban industry basic and water resources protection, then propose " a pair of axis "and" a pair of level " mode, and establish the xi'an satellite city, they are Xianyang, Lintong, Changan, Yanliang, Gaoling, Huxian, Xingping , Liquan , Jingyang , Sanyuan , Qianxian. Then on the basis of analyzing the industry shift of Xi'an, he article confirm the function of every satellite city; At the same time point out the study and adjust of Xi'an satellite city should be strengthened, and strengthen the industrialization construction of the infrastructure, then propose to build one pair of rings structure of traffic facilities.
