Research On The Harmonious Development Between Central City Of Wuhan And Its Circumjacent Satellite Cities

In recent years, with fast development of China's economy and continuous expansion ofChina's economic scale, the rapid development of some central cities and their powerful radianteffect on circumjacent areas have increasingly become a bright spot in course of China'surbanization. But, with the rapid development of these central cities, some "metropolitandiseases" which many metropolises in the world meet with in the development begin to emergein these central cities, such as crowding of urban population, traffic jam, environmentalpollution, ecological damage, housing shortage, increase of difficulties in urbanmanagement, worsened environment of public security and so on. In order to alleviate theseproblems and contradictions, the construction of satellite cities is then put forward in the agendafor the development of some central cities. Practical experiences in many countries in the worldprove it is an effective action for solving problems of "metropolitan diseases" that we decomposesome functions of central cities and reduce central cities' overload of environment and populationthrough satellite cities.The Central Committee of the Communist Party of China proposed that, explicitly in the16th Party Congress Report, we should make "increasing the level of urbanization gradually,adhering to harmonious development between large, medium, small cities and small towns,implementing the urbanization with Chinese characteristics" as a primary mission in China'seconomic construction in the first 20 years in 21st century. And the key of accomplishing thissignificant mission lies in central cities, but the development of central cities and satellite citiesare inseparable. In course of regional economic development, how to make central cities andsatellite cities develop harmoniously has become the content of implementing the scientificdevelopment view.The harmonious development between central cities and satellite cities is an important waythat can enhance the efficiency of allocating social resources in space and guide the urbanizationtowards the sustainable direction. As a regional large central city, with its accelerated process ofurbanization, all kinds of problems and contradictions have become increasingly intense inWuhan. Under such circumstance, how to ease Wuhan's pressures of population andenvironment and so on through the development of Wuhan's circumjacent satellite cities and howto achieve the harmonious development between Wuhan and its circumjacent satellite cites have become important issues that need to be studied and solved urgently In a sense, the harmoniousdevelopment between Wuhan and its circumjacent satellite cites will bring forth a great boost inthe enhancement of Wuhan's comprehensive strength as well as the overall developmemt ofHubei's social economy.Through the collection,collation and analysis of domestic and foreign research results onthe harmonious development between central cities and satellite cities, this thesis has sorted outand concluded theories on the harmonious development between central cities and satellitecities, used the econometric theory and analytical methods of social economic statistics to makea comparative evaluation of the development states in Wuhan and in its circumjacent satellitecities, discussed some salient issues in course of the harmonious development between Wuhanand its circumjacent satellite cites and analyzed the causes, and proposed some measures for theharmonious development between Wuhan and its circumjacent satellite cites.This thesis mayprovide some suggestions to the harmonious development between Wuhan and its circumjacentsatellite cites.The arrangement of this thesis is as follows:In chapter 1, this thesis pointed out the basis and purpose of this research, introduced themain research methods and the research thinking and structure of this thesis, and pointed out thekey issues that this thesis attempted to solve and pointed out the innovations.In chapter 2, on base of introducing three concepts of city,central city and satellite city,this thesis analyzed theories about the harmonious development between central cities andsatellite cities, such as theory of regional division, theory of regional urban systems, theoryof linking central cities and satellite cities, and pointed out: to promote the harmoniousdevelopment between central cities and satellite cities, we must give full play to central city's"polarization effect"and "convection effect "; a rational division of functions and a scale structurewith ability of mutual harmony must be formed between central cities and satellite cities; centralcities and satellite cities should link in aspects of development, industry, science andeducation, market, information, urban functions and so on; The harmonious developmentbetween central cities and satellite cities needs simultaneous function from three mechanisms ofadministrative coordination, negotiatory coordination as well as the market coordination, etc.In chapter 3, this thesis introduced AHP's concept and its basic steps in brief, and usedAHP to judge Wuhan's circumjacent satellite cities.In chapter 4, this thesis introduced basic principles in forming the indicator system forintegrated evaluation of urban development, stated the thinking and methods for choosingevaluation index, then formed this thesis's indicator system for integrated evaluation of urbandevelopment, and, according to "lexicographic order", used the indicator system to establishcomparative evaluation orders for development of Wuhan and its circumjacent satellite cities,then used PCA to validate the orders, and found the results from these two methods were almostthe same. That is to say using"lexicographic order" in comparing urban development is feasible.In chapter 5, this thesis analyzed the current state of harmonious development betweenWuhan and its circumjacent satellite cites, pointed out the trend in harmonious developmentbetween Wuhan and its circumjacent satellite cites was strengthened and the degree of cooperations and economic relations was deepened; elaborated many problems existing in courseof harmonious development between Wuhan and its circumjacent satellite cites (for example,the division of functions among these cities was not clear; network systems of transportation andcommunication between Wuban and its circumjacent satellite cites were still not perfect; theindustrial integration between Wuhan and its circumjacent satellite cites should be optimizedfurther, etc.), and analyzed the reasons causing these problems. At last, this thesis tried topropose countermeasures for harmonious development between Wuhan and its circumjacentsatellite cites.
