Different level authorities in Inland water transport management have devoted to continuous practices of reforming management system. Now, a new management system with characters of market economy has been putting into a form, which provides inland water transport the precondition of continuous rapid development.Today, as far as the organization structure of local river port and transport authorities is concerned, the mode of "several titles, same staff" is well adopted in many regions. Such management functions as water transport management, port management, ship inspection, waterway management, local maritime management, are executed by one administration, i.e. the water transport and river port management administration, which exercise comprehensive administrative management of the river transport industry. Such reforms will inevitably leads to corresponding reforms of management resource allocation. In this dissertation, the allocation of river transport management resource would be studied from the following aspects:1. The present situation of inland water transport and river port management, and management resources allocation mode in China were analyzed. Such as the history and development process of inland water transport and river port management system,present organization structure and function of inland water transport and river port management administration, present mode of management resources allocation, and the advantages and disadvantages of current inland water transport and river port management system.2. Based on the above careful analysis, the applicable modes of reform of the inland water transport and water port management system, the developing trend of the administration organization of inland water transport and river port and management, the general trends of management resources allocation and several questions that should be paid attention to and be properly solved as soon as possible in order to ensure smooth reforms of resource allocation were put forward.3. The mechanism of inland water transport and river port management resources allocation and relevant theories of input allocation models were studied carefully. In the meanwhile, based on our analysis of the factors that influence the allocation of management resources of inland water transport and river port, a model to assess the input allocation on the basis of AHP analysis method was established. Finally, the application of this model was demonstrated and analyzed through a solid case.This dissertation studies on inland water transport and river port management resources allocation. Valuable theoretical elements and supporting methods of decision-making during their decision-making about management resources allocation would be provided to the administration in order to promote the science and accuracy of the management resource allocation of inland water transport and river port management.
