In 2009 April,the State Council released an implementation opinion. This implementation opinion points out that Shanghai must completed the construction of an international financial and international shipping center by accelerating Shanghai's development in modern services , manufacturing. In about ten years,Shanghai will make every effort to attract international shipping enterprise,procurement and distribution centers as well as multinational operation and settlement centers,into settling in Shanghai. The construction of international shipping center would be of great advantage for Shanghai and the Yangtze River Delta as well as the whole nation. However,Shanghai is short of its collection,distribution and transportation system comparing with other international shipping centers. Especially the development of river shipping services will restrict the construction of international shipping center. This paper chose New York Port as the comparative study objective to find the countermeasure of Shanghai's river shipping industry.The paper point out the shortage of Shanghai's river shipping system by comparing Shanghai Port and New York Port with the method of DEA (Date Envelopment Analysis).Compared with New York,river shipping industry did not work well as it supposed to be. The development of river shipping industry of Shanghai is inadequate to support the construction of international shipping center. In the end of the paper, it brings forward a number of countermeasure. It involves five areas,including the investment system,the management pattern,the market construction,the infrastructure construction as well as the scientific and technological innovation.
