Guangdong, Hong Kong And Macao Regional Scientific And Technological Integration, The Development Of Strategic Research

With the greater depth of economic globalization, international competition represents more and more as regional competition, in which science & technology strength is the key. After reform and opening, based on the factors of geography and policy advantages and on the effect of market mechanism, mass traditional manufacture of Hongkong and Macau transfers to Guangdong which acts as the production base. This not only accelerates economy boom of Guangdong, but promotes economic development itself. However, Guangdong, Hongkong and Macau have entered into the phase of structure transition after the middle and late 1990's. So, cooperation at the low level has been outdated for the practical situation of their respective economic developments. Therefore, it is necessary to raise the level of cooperation.Having entered the 21~st century, especially after the subscription and implementation of CEPA, cooperation of science and technology of Guangdong, Hongkong and Macau develops continuously and gains a series of achievements. However, many problems do exist. For example, cooperation of regional science and technology lacks a united strategic planning. The whole cooperation framework is not clear. As a whole, cooperation still be at low terminal of industrial value chain. It lacks effective and multidimensional correspondence and institutional arrangement. Resources of science & technology are short of effective integration. Comparative advantages of the holistic resources of science & technology of the three parties do not fully bring into play, which results in the weakness of original innovation of regional science & technology. Furthermore, science & technology strength is not very strong, which becomes the choke point of the economic structure transition of these regions.Based on the present situation, this paper regards the construction of the whole comparative advantages of regional science & technology and focuses on cooperation and development of the regional science & technology. It mainly analyzes the existing problems of regional science & technology cooperation. Based on the analysis of the characteristics of regional science & technology resources, it explores the necessities and development strategies of regional science & technology integration. Furthermore, it makes some suggestions and solutions.This paper has six chapters. Chapter one mainly defines the correlated conceptsof regional science & technology integration of Guangdong, Hongkong and Macau. Furthermore, it reviews the relative researches to the subject to pursue some illumination. Chapter Two explores the necessities and feasibilities of regional science & technology integration. Chapter Three briefly introduces some theories. And then, it analyzes the practical significance of these theories for the regional science & technology cooperation. Chapter Four reviews the development process, analyzes the obstacles and problems and looks forward to the foreground of regional science & technology cooperation. Chapter Five explains the contents of development strategies of regional science & technology from the dimensions of government and industry. Based on the above academic analysis, Chapter Six puts forward some implemental suggestions for development strategies of regional science & technology integration of Guangdong, Hongkong and Macau.
