| Historically, Guangdong, Hong Kong and Macau are "one", Hong Kong and Shenzhen as a city, Macau and Zhuhai as a city. During more than 30 years of reform and opening up, especially after Hong Kong and Macao returned to China, the links among Guangdong, Hong Kong and Macau are more closely. But over the past 10 years, Government of Hong Kong has delayed a lot of time for lack of urgency of deepening cooperation, and even held a sense of superiority. With the economic strength of the Pearl River Delta, Hong Kong itself is facing the industrial hollow danger; Macao limited to land, environment and other factors is difficult to complete the transformation of industrial diversification. Therefore, Hong Kong and Macao governments began to set focus to Guangdong and request to integrate into the 12th five-year plants.After 30 years of rapid development, cities of Guangdong Pearl River Delta have appeared, "the land difficult to sustain, the unsustainable environment, population unsustainable," the extensive mode of development and other serious syndrome generally.In contrast, although the total land area and total population of HongKong is only half of the equivalent of Shenzhen, after it has developed more than 100 years, when Shenzhen, Dongguan and other cities in the Pearl River Delta is almost exhausted in the case of land, Hong Kong can still be retained 75% of the land left to develop future generations. Although Hong Kong is a small place, it has the smooth flow of traffic, and most of the residents have their houses. 6,000,000 residents have eight high-level university,and the University of Hong Kong is top ranked global forefront in Asia. In addition to economic success, Hong Kong's efficient management in the city, honest government, and environmental protection are also achieved striking success.,which is worth studying and learning from seriously for Guangdong.However, the governments of Guangdong, Hong Kong and Macao still have many concerns in many specific issues of cooperation and the future directions of cooperation test these three governments. When Guangdong Province proposed to transfer and upgrade industries in Pearl River Delta, the State Council approved and promulgated in 2009, "Pearl River Delta Development Plan", then signed the "Hong Kong-Guangdong Cooperation Framework Agreement" in 2010, and signed the "Guangdong-Macao cooperation framework agreement." in 2011. They implement a new open mode on Hengqin Island in Zhuhai,and establish marine management districts which have the Plan's management authority about municipality in Shenzhen Special Economic Zone to hope a new period of reform and opening up can achieve new breakthroughs in the system. Since then, the cooperation between Guangdong, Hong Kong and Macau is fully up to the national strategic level, and the goal is to establish Greater Pearl River Delta economy and urban groups, promote China's industrial restructuring and upgrading, become the first in the Pearl River Delta to form a metropolitan area in the world only after New York and London Metropolitan Super Cities and industrial circles,and join in international competition in a higher level. Economic integration models and development paths of Greater Pearl River Delta will have a significant impact on that of urban groups in Yangtze River Delta and Beijing, Tianjin,Hebei urban groups. The problems of development,transformation and integration faced by Pearl River Delta are indeed Chinese economy has to face in the future. This process will provide valuable experience to urban groups in other regional cities in industrial upgrading. This is also the ardent expectations to development of the Guangdong, Hong Kong and Macau economic cooperation and integration.In future cooperation between Guangdong,Hong Kong and Macau, Infrastructure Cooperation is the basis, financial cooperation is a key and the most important testing ground will be Former sea zone in Shenzhen and Hengqin zone in Zhuhai. Hong Kong and Shenzhen, Macao and Zhuhai Move toward gradually with the city, achieving "Shenzhen and Hong Kong with the city" and "Zhuhai and Macau with the city", which will be a key step in the integration process between Guangdong, Hong Kong and Macao.Despite the limitations of one country-two systems system, however, under remaining the existing system " 50 year invariable " promises,50 years will be past soon and Hong Kong's existing system also will need a variety of times for breakthrough in 2047.Therefore,there is a more special significance in economic integration between Guangdong, Hong Kong and Macao:it is a new measure to reform and open up and has a special mission to establish "happy home-building of the Chinese nation,",which is related to the cause of success or failure about one country,two systems. |
