Constant making technique innovation and making the good-seller products is the key to get and maintain the superiority for an enterprise. Therefore, it should attach great importance on the research and development in an enterprise, which demands the motivation of the working staff in an enterprise.In the management of the human resources, the motivation is one of the important parts or ways. However, the insufficient motivation, inefficient motivation or no motivation do occur usually. Therefore, a series of highly effective measures should be taken to guarantee the greatfunction of the increasingly important production element------the humanresources, in order to promote the fast and persistent development for an enterprise in a fierce competitive market.The paper attempts to find out an effective motivation model and focuses on the effectiveness and how to achieve its effectiveness, so as to find out a proper motivation model for the working staff and put it into practice in the small-scaled or middle-scaled advanced scientific and technological enterprises.The paper starts with the background of choosing the topic, its frame, the content and research methods. It mainly introduces the present study and research and its tendency on effective motivation theory and strategy at home and abroad. In the second chapter, it classifies many motivation theory and defines the effective motivation theory, on which it mainlydiscusses the effectiveness of the motivation theory and the sound effect from the design of motivation devices (effective motivation theory). In the third chapter, it analyzes the problems of the effective motivation model about the working staff in the small-scaled or middle-scaled advanced scientific and technological enterprises, and it aims at the deep analysis on the insufficient effectiveness, the poor effectiveness and non-effectiveness, in order to find the root of the problem, thus it will offer reliable evidences for the design of the effective motivation model in chapter four. In the fourth chapter, it particularly aims at designing the core of the motivation model - the salary, on the basis of study on the effective motivation model for the working staff in the small-scaled or middle-scaled advanced scientific and technological enterprises in the third chapter.In the fifth chapter, the thoughts and methods on the design of effective motivation model that have been discussed in the fourth chapter are applied to the motivation system for the working staff who study in someone corporation in Hunan.
