Study Of State-owned Assets Supervision And Administration System Path

As one of the most important points for the economic mechanism reform in China, lots of studies and practices have been done on state assets supervision and administration, although it is not very long in the history. So far, the work on state assets supervision and administration is just on starting line and far from completeness. It is still an important task for the theorists to study hard and find the efficient way to strengthen state assets supervision and administration in China. Especially on the basis of summarizing experiences and lessons from the practices in the past, we should continuously search after the efficient way for state assets supervision and administration according to the general requirements of socialist market with Chinese characteristics, and keep a moderate high and stable speed for the economic development in China.Chapter one is prolegomenon which includes the concept of state assets and the basic thoughts of studying state assets supervision and administration in three points, i.e. establishment and perfection of state assets supervision mechanism, administration mechanism and management structure of state-owned enterprise. Chapter two gives necessity, urgency and reason of establishing state assets supervision and administration. Chapter three gives the experiences and lessons from developed countries on state assets supervision and administration from which we can use for reference on the work of ours. Chapter four searches after how to establish an efficient mode of state assets supervision mechanism from a new point of view, which includes three aspects, i.e. supervision from the state, society and enterprise. From establishing basic principle of state assets administration, Chapter five brings forward the advice on how to establish efficient administration mechanism after analyzing the problems of the present mechanism, and advises to manage state assets in classifying way, which adopts the mode of unified possession and administration mainly on operating state assets and different from the present mode of unified possession while classifying administration. Chapter six is establishment and perfection of management structure of state-owned enterprise. By analyzing the present status of enterprise management, it puts the view that the well enterprise management is the foundation of state assets supervision and administration, anddiscusses how to establish and complete state-owned enterprise management from the aspects of strengthening government will, completing management of principal part, object and mechanism. Chapter seven is measures of innovation and perfection of state assets supervision and administration, which puts forward some measures on how to establish efficient mechanism from specific operation procedure.
