Shandong Ecological Province Construction Industry Policy

21 century is the century of ecological civilization. Shandong provincial communist party commitee and province government comply with the times development trend and stand in Shandong's advantage, have made the strategic decision to construct ecological province . Construction of the ecological province is a significant practice of the sustainable development strategy in a province region, is a magnificent project which benefit present as well as future. It is also an inevitable option that realizes economic and environmental coordinative development. Therefore, in order to overcome the unbalanced industrial structure, and to promote ecological province construction, a set of the industrial policy system must be established.This paper focuses on the relations between the industrial policy and the ecological province. Based on the domestic and international theories and unified own analysis, this paper introduces the ecological economy about the sustainable development. Unified the reality of Shandong Province, the industrial policy system could be conducted.(1) The investigation and appraisal about ecological environment analysis and industrial development. There are many serious troubles, such as, excessive population and serious pollution which have held back the sustainable development of Shandong economic and ecology. Industrial structure of heavy industrialization has restricted further development. Therefore, it is a key that how to solve the difficulty for Shandong's economic construction through adjusting industrial structure. So we must formulate the sustainable development industry policy. Thus we can give dual attention to the economical development and the environmental protection and achieve the ecological province construction truly.(2) Formulating the principle analysis about industry policy of the sustainable development. First, this paper elaborates that the ecological economy is an economic science which studies ecological and economical system movement, the development and the change rule and the mechanism. The core question of ecological economy is the coordinated development and the sustainable development theory. Thus the ecology economic theory not only is the sustainable development rationale, also is the important way to realize the sustainable development. Next, this paper points out the principal of formulating a set of industrial policy for sustainable development, such as: to develop economy, society and environment coherently, to transfer the way of economic growth,different generations are equal, man and nature must co-exist harmoniously, local economy should be developed coordinately.(3) The method research about industrial policy system of the ecological province construction. First, based on the reality of the adjustment of Shandong industrial structure, using sustainable development as main thread, in the ways of comparative analysis, this paper discusses and studies the relationship between sustainable development and industrial structure. It strives to find aspects of industrial structure which conflict with sustainable development, and builds up a basic framework of industrial structure for Shandong sustainable development. Next, this paper proposes own construction conception and the policy suggestion from four aspects: the industrial structure, the industrial organization, the industrial technology and the industrial layout.(4) The operating system of the industrial policy for sustainable development. It consists of the legal practical system, the practical system of the government, the practical system of the public, the practical system of the science and technology and the practical system of the supervising and managing.
