Flood insurance is designed as an important non-engineering protection against flood losses and an alternative to disaster assistance of flood risk management. National Insurance Flood Program (NIFP) is a Federal program which is created by law in 1986. In this article, we will give a comprehensive description of the background of NIFP establishment, structure of flood insurance, main amendments of NIFP. And we will discuss the functions and underlying problems of NIFP, and give suggestions to better improve the system. And in this document, we will also describe the flood risk and present protective measures against flood in China. And advises on how to establish flood insurance system in China will be provided.
