This article illuminates and analyzes strategically the currentsituation of Chinese large-scaled state-owned enterprise's seeking miningresources in the oversea market, particularly in terms of theirmanagement and actual performance. In the beginning, it points out thatChina is confronted with the severe shortage of many sort of miningresources, indicating the necessity and the urgency of acquiring overseamining resources. Additionally it stresses that the Chinese governmenthave issued the positive policies to encourage the Chinese enterprises togo overseas. This article introduces the comprehensive circumstance ofD.R. Congo and the detailed information of Norinco's Copper-Cobaltproject in D.R.Congo. On the other hand, it analyzes the project'scompetitive advantage and competitive disadvantage compared withforeign and domestic enterprises in the mining industry and set out thecorresponsive measures to meet the challenges. Secondly this article explains Norinco mining sector's short-termand long-term strategic planning and makes emphasis on the issue ofmanagement, mining resources, human resources, finance and technology.Finally combined with Norinco's copper-cobalt project in D. R. Congoand other Chinese state-owned enterprises' experience of developingoversea mining market, it points out the following strategic measureswhich have to be taken with the aim of successful operation in the foreigncountries: developing the key competence, strengthening the humanresources management, strictly controlling all kinds of risks and givingattention to the multi-national culture management.
