An important component of the intensification of formal andinformal links between Russia and the EU is the energy dimension of the relationship.More specifically, the EU has a deteriorating energy security situation and seesRussia as a providing a solution to these problems. For its part, Russia is wrestlingwith the problems of economic restructuring and transformation and looks to theenergy sector to generate the surpluses needed to lead ultimately to a more broadlybased and competitive economy.The purpose of this paper is to examine the EU-Russiaenergy relationship from the perspective of both parties.
