Analysis Of EU-Russia Energy Cooperation Since The 21st Century

It is evident that energy is important to the development of every country.Energy cooperation is the most significant part in EU-Russia relations.There is great demand of energy in EU while the reserve is poor.Russia enjoys rich energy reserves and highly dependent on the exports of energy.From the perspective of rationality,there exists material basis and drives for their cooperation.However,the reality is the opposite.The aim of this thesis is to clarify the disparities and obstacles in the EU-Russia energy relations and try to make some suggestions.The structure of the thesis as follows:The introduction mainly introduces the meaning of this topic and the current study about this subject.It also presents the study method,creativeness and shortcomings of this thesis.The first chapter firstly reviews the energy strategy of Europe Union and attaches special importance on the EU Energy Union Strategy.The content and objectives of this energy strategy is analyzed.The second part analyzes the energy strategy of Russia since 2000 and concludes its characteristics by analyzing three important energy policy papers.The third part conclude the EU energy strategy to Russia,which includes keep stable cooperation with Russia by establishing international mechanisms while make efforts to diversify energy sources.Meanwhile EU is also striving to develop internal energy market.The last part presents Russia's energy strategy to EU.The second chapter mainly discusses the cooperation process,results and characteristics between EU and Russia.In the first part,the cooperation process has been divided into four periods marking by important incidents,and their relations in energy cooperation as well as its influencing factors and background are analyzed.The second part makes the results of the bilateral cooperation clear,including the construction of gas transportation pipelines and the establishing of mechanisms such as energy dialogue.The last part concludes the characteristics and mainly focuses on its interaction with geographical politics.The last chapter is the core part of this thesis.After reviewing the cooperation history and their energy strategy,the key point of this part is to analyze the obstacles and divergence of their energy relations and try to give some advice.The diversification leads to bilateral insecurity,and the conflicts of each others' energy strategy and culture all contribute to the difficulties during their cooperation process.In the author's opinion,although there exist difficulties in their energy cooperation,the two parties will keep stable energy relations in the next five years due to their energy interdependency.
