Middle-small scale enterprise (MSSE), whose development is an important part of district economic development, is important pillar for economic development and society stability. Also its development should obey and service the strategy of district economic development .Development strategy research of MSSE in Chengwu County is strategy research of district economic development, which is between macro research and micro research. But systemize research about this has not been paid enough attention in Chengwu County. Industry enterprises of Chengwu are scattered distributed and dominant industry is not strong with small scale, small industry amount, short process chain and low industry arrangement. Most enterprises have not drawn up detailed an thorough development strategy plan and lots of enterprises have not set foot in this area so that they are lack of clear thinking and fixed aim position about the middle-long term development of the enterprise. Successful experience of advanced enterprise is to make a good job of development strategy research and draw up development strategy of enterprise to promote it to develop quicklier, better and stronger, which proving that it has important significance to draw up development strategy of the enterprise The reason why industry structure is not proper and second industry proportion is much lower in Chengwu is that we invest less in industry and the policy leaning degree is low because of our late realization of the importance of industry development so that supporting and driving function of dominant industry and pillar enterprise is not strong. By analyzing situation of Chengwu economic development and by the way of investigation and research and comparation, the article makes quantitative and qualitative analysis on inner structure of MSSE in whole county, analyzing the restricted factor and environment advantage which will affect the development of MSSE carefully. On the basis of analyzing literatures and documents completely .making use of successful experience of MSSE in developed domestic and abroad area, jointing the theory of new industrialization, scientific development view, circle economic and continuous development, insisting on the rule of balance of the whole and individual, combination of opening and development, combination of self-innovation and introduce and use, the article puts out an opinion that development of MSSE in Chengwu county should obey the strategy of optimization development of six dominant industry, the strategy of echelon improvement of pillar enterprise and the strategy of flexible development of small enterprise etc, pointing out the detailed aim, emphasis and measurementfor the development of dominant industry and pillar enterprise and posing the effective ways to carry out the strategy in policy supporting and soft environment guarantee etc. Thus it can solve the problem that development direction of dominant industry is not clear and the fixed position of its aim is short, solve the problem that pillar enterprise develops off and on and train of thought of development is not wide, solve the problem that small enterprise develops blindly. The article discusses the view step by step in different angles with interrelated content, making the policy view and practical operation one integrated mass, to push forward the middle-small scale enterprise in Chengwu county to take the path of prompt, health and continuous development.
