This paper definitudes the concept of the urban logistics centre of civilization, analyses the function of the urban logistics centre and effect on city development, summarizes the existing problem of the urban logistics centre building. Put forward the view that the urban logistics centre overall arrangement should rely on the network of the city traffic. On the basis of analysis the transportation system of the city traffic, This paper introduces the flow of highway section in the broad sense expenses function of the urban logistics, sets up the double-deck model for the urban logistics centre overall arrangement under being network balanced. Finally use the varying network and F-W algorithm to solve the model of lower floor, use random determinacy equivalence and filter terms to solve upper floor random demand model.
