Liuyang "line" The Feasibility Of Developing And Operating Mode

The construction of transportation infrastructure is essential to the economic development of the counties, which is proved by the economic development of Liuyang City in the recent ten years. However, with the acceleration of unifying Changsha, Zhuzhou, and Xiangtan City, the present condition of the highways in Liuyang City can hardly meet the demand of regional economic development. So, as to the economic development of Liuyang City, it is very necessary to carry out the exploitation of "Four Lines" Highway Construction Project. This dissertation makes the research on the basis of the realistic background. After the investigation and study on the social economic development in the region and transportation networks system, the dissertation makes a detailed analysis of the financial evaluation, national economy evaluation and the ability to pay for loans. The results of the data analysis reveal that the Project has good financial evaluation and remarkable social and economic benefits as well as the abilities to pay for the loans and resist risks, so it is feasible and reasonable. This dissertation makes a primary design of the commercial operation mode around the construction and operation of the "Four Lines" Project on the above-mentioned analysis. The author thinks a good commercial operation mode should include: (l)the principle of definite, unambiguous juridical person; (2)the strategy of separating the planning and administration functions from highway construction; (3)an effective mode of outsourcing the construction; (4)a moderate number of skilled workers; (5)the good administration structure; (6)an appropriate financial and accounting administration system; (7)regulations on the quality control of the highway construction; (8)full self-determination right so as to effectively manage the investment company.
