At present, China is at a peak period of construction, including railways, highways, urban rail transit construction projects and so on. They have become the focus. At the same time, the idea of three-dimensional transport is increasingly being advocated by the industry. As a link between urban transport and intercity transport of the city's comprehensive transportation hub(CCTH) has become the most important. The traditional model of CCTH and operating mode are independent of each other. It has a single goal, hardly a hub of development with the characteristics of the current match. The old one can not match with current characteristics. Operation mode of the public safety-based construction has been brought to a new high level of theory, and put it into practice. The focus on CCTH has made people pay more attention to it. This paper is following the strategy requirement of sustainable development in CCTH. Basing on the public safety we will optimize the management structure of construction and operation integrated mode. Traditional management model operated innovation under the construction and operation integrated mode, and presented a new mechanism for development. After reviewing the related literatures the author use the theory of logic modeling, benchmarking, life cycle and stakeholders such as research methods, the following contents has been studied:1 In the new views, we will build a new framework on the construction and operation integrated mode of CCTH. Above these were based on the principle of priority public safety. Under defining the program governance Mechanism in management of construction and operation integrated mode, we have established the association management system from the organizational layer, institutional layer and the implementation layer. At the same time, we have provided the theoretical support in building the main management organizations for SPC.2 Author has constructed facilities integrated control subsystem in the public safety priorities of the construction and operation integrated mode. While the key topics will be identified as different conditions (a state of normalcy with the disaster) and analyzed the mechanism of the facilities operation and maintenance. Researching on the equipment management system and facility management system, we have established a mechanism of early interventional.3 Author has built an effective management model for coordinating a large number of interfaces which is existence in CCTH. The multi-Agent technology has been introduced in the interface coordination system, and then made it fitting in the whole process of project management. It made up a large-scale construction projects in the absence of research on the issue of interface. In this paper, the author used related technology to bring the interface system into building the build transportation hub for the project management practices, improved the cohesion function of subsystem in the construction and operation integrated mode, achieved the implementation of the main body of the organization and control of the division of responsibilities in order to meet the demand for safety operation.4 This paper has built a comprehensive transportation security system for aiming at the early warning system and emergency incident management system. According to the characteristics of the incident, we selected the pre-monitoring mode for CCTH. Based on technical analysis of security risk, the author established the emergency management system, and then made the emergency plan in order to responding and dealing with the emergency in time.
