With the integrative global economic and the rapid development of the technology, technology is of the great importance to the effect of the enterprise, technology strategy becomes the important key to win the competitions. Especially, in the dynamic condition, technology strategy is the strategic choice of developing and using technology capability, important to managing technology innovation, and affect the performance and survival of the enterprise. At the same time, the effect of technology strategy and innovation of the enterprise runs short of the whole demonstration analysis. Technology learning has great relationship with development, maintain and use of dynamical core compe-tence of the enterprise. Obtaining technology knowledge leads to deep innovation, and absorb in and develop the technology is the method of final technical commercialization. In spite of a great many literature on innovation, there is little referring to the relationship with studying, knowledge and the competition between enterprises (Drazin, Schoohoven, 1996) .Technology learning is approach to obtain and improve technical skills, while technical tactic is resource scheme of technology capability development. Technology strategy will impact on technology learning activity. This piece of article will give a demonstration of the effect of the technology strategy on enterprise innovation in a view that how the technology strategy affects the innovative performance through technology learning action. There are definitions of four factors about corporate technology strategy and an analysis frame on technology learning process that demonstrates the effect of the technology strategy that have impact on the crucial characteristics of technology process and technology learning whose knowledge characteristics affect the innovative performance on innovative performance of the enterprise with the methods of multi regression analysis. Through the above investigation, there is a model of the effect of enterprise technology strategy and technology learning on the innovative performance that is constructed, and the conclusion is drawn below:Firstly, the technology strategy affects the technology acquisition, absorption and development. The more the enterprise pays attention to advanced technology innovative position, leans towards applying technology innovation and inner enterprise research, and strengths technology forecast, the more tacit, systemic and complex the technology acquisition action of the enterprise. Enterprise technologypioneering has a prominent negative relativity with the choice of technology sources. So the more the technology pioneering the enterprise pays attention to and the more human resource and money the inner research involves, the more explict the technology absorption action is. Technology developing activity has relativity with technology sources.Secondly, the technology learning affects innovative performance. The more tracit, systemic and complex the knowledge that the technology obtaining activity gets is, the better the innovative performance is. The more explicit, systematic and complex the knowledge that the tech absorbing activity gets is, the better performance is. The more explicit the knowledge that the technology developing activity gets is, the better the innovative performance is.Finally, the corporate innovative performance has a relationship with the technology strategy. In the enterprise who adopts technology pioneering strategy, the more R&D involves, the better innovation performmance.
