After the reformation and opening to the world, the real estate enterprises contribute to the country economy and become the essential brace of market economy of social democracy in our country, because they are affiliated enterprises and have great derivation. In that many medium and small-scale real estate enterprises play very important roles in improving the living condition, increasing employment, accelerating the development of country economy, and diminishing economic undulation.It is true that the real estate enterprises accumulate some experience after the development in more than twenty years. However, there is some problems, such as fabric conflict, common house property demand exceeding supply, slap-up house property overstocking, investment of real estate increasing too greatly, the price of commercial house rising too quickly, the real estate exploitation and business behavior being notstandard, the cheat of bargain and advertisement, and so on. The real estate enterprises are the continuable development and bracing enterprises, but they are still in elementary stage and need policy adjustment. There are a serial of macroscopical policies in our country, which lead the development of real estate enterprises through contracting the fund and soil that real estate enterprises depend. These policies impact the development of medium and small-scale real estate enterprises, which has small dimension and fund and weak competition.Because there is not hitherto the uniform definition of medium and small-scale real estate enterprises, in this paper, according to the accelerating law of China for medium and small-scale real estate enterprises and guide regulation of medium and small-scale real estateenterprises, define that medium and small-scale real estate enterprises are the enterprise which has less than 600 employees, less than 3, 0000, 000 RMB sale, less than 4,000,000 RMB capital.This thesis analyze the actuality and characteristic of medium and small-scale real estate enterprises through explaining the theory of medium and small enterprises at home and abroad and using the experience of America supporting and developing the medium and small-scale real estate enterprises for reference. It is very necessary for our country to develop the medium and small-scale real estate enterprises. At present, the market of real estate is increasing in number, Therefore, several real estate enterprises cannot satisfy the demand of whole market. Moreover, three and four level cities are in the process, and the medium and small-scale real estate enterprises have predominance in these cities. Therefore, China needs large amount of medium and small-scale real estate enterprises according to the situation of our country.Though it is certain of the development of medium and small-scale real estate enterprises, we should realize that they are also facing great survival test. The purpose of thesis is to point out the difficulty of medium and small-scale real estate enterprises at present, combining with the method of America supporting and accelerating the medium and small-scale real estate enterprises, and the fact of our country, in order to make the enterprises develop quickly. One is to make the enterprises strong and advance the whole competition ability though combination and regroup. The second is to collecting the advantages to develop the specialization, making the enterprises small and fine, upgrading the core competition. The third is to satisfy the differential need of market through providing the diversity of products.At present, there is not specialized theory of medium and small-scale real estate enterprises, and there also is very little practice. Theinnovation of this paper is an idea innovation, i.e., taking the medium and small-scale real estate enterprises out of medium and small enterprises as an independent subject and as a constitute of market economy of social democracy in order to investigate the developmemt.
