Since the policy of contracted household responsibility system with remuneration linked to output was adopted in China's rural areas , the initiative of Chinese farmers for farming has been greatly mobilized. In the western region of China, farmlands, rangelands and livestocks have all been contracted to individual farmer's households, which has caused a complete dispersal of farming activity and livestock breeding among the farmers and herdsmen.The western region of China consists of 12 provinces, autonomous regions and municipalities directly under the central government. With the vast territory and a sparse population, the west region of China is rich in natural resources. Compared with the eastern region of China, the western region has remained undeveloped since 1949 due to the unfavorable natural environment and some historical reasons. Although farmers and herdsmen of the west region have benefited from the disbandment of the former collective farming and livestock breeding, the power of the individual farmer's household and livestock-breeding household to survive from both natural disasters and the competition among themselves has been much weakened. As a result, a kind of cooperative organization with most farmers or herdsmen as the members of the organization is considered an effective mechanism to solve the current problem.
