This article take Huazhong cigarette factory as the research object, the utilization correlation theories tool, carries on the redesign from the practice angle to its salary system.The problems which exist in the Huazhong cigarette factory present salary system such as the duty guidance obvious, various levels post wages disparity excessively small, connects rails insufficiently with the market, the wages lacks the elasticity, the inspirit function is not obvious and so on . the paper take " post achievements wage system " as the theory basis, " the testing theory of sea evaluates " as the basic tool, take " post achievements " as the core salary system design, the staff payment factor is abstracted as three big universal serviceable factors, namely the skill level, solves the question ability and the risk responsibility, the synthesis surveys each work post the relative value, and combine it with achievements inspection closely, link the income assignment suspension , the post and the achievements becomes the main basis of staff salary assignment, in order to displays the salary system the inspirit and guidance function well, improve the staff and the entire organization's achievements, enhance enterprise core competitive power, supports the implementation of enterprise developmental strategy.In view of the fact that tobacco enterprise belongs to the state-owned monopoly enterprise in our country, the question exists in its traditional salary system represent to the state-owned enterprise widely, the paper finally take Huazhong cigarette factory as an example, the usual question of state-owned enterprise salary system design has briefly concluded, and preliminary discuses the direction of the state-owned enterprise salary system design, in order to provide one method and mentality to other state-owned enterprises' salary system designs.
