CZC commercial logistics company is a subsidiary of a state-owned company, which used to be a distribution center of a tobacco company. The remuneration policy of CZC commercial logistics company is performance salary system. The total wage fund of the staff salaries is disbursed by the parent company, which is taken in the form of specific job performance-linked salary system. In addition, the CZC commercial logistics companies has different forms of employment (such as the contract system, outsourcing, etc.), which has different effects on salaries.During the 24 years from 1985 to 2008, all the state-owned companies used the performance-linked salary system. With the rapid development of economy, the performance-linked salary system can’t meet all the state-owned companies, which increased the "The two disequilibrium". The first one is the imbalance between development of the company and the development of the quality. Since the performance-linked salary system only focuses on the profits, rather than where the profits come from, which lead to these companies would like to pursue the short-term benefits rather than the long-term development of companies. That ignores the function of management, development of scientific and technological and some other basic work. It might harm the capacity of the sustainable development of the company. The Second one is the performance-linked salary system increased the differences of income from different company. This only concerned with their own longitudinal comparison, does not care about the balanced of corporate management, which results the big gap among different companies.With the establishment of CZC commercial logistics company, the remuneration policy of CZC commercial logistics company can’t meet the requirements of market-oriented operation, so it needs to change compensation system. Company’s business strategy is different in that it needs to choose a matched compensation system to support the company’s development. The salaries be directly decided by the company’s operating performance that the company’s operating performance is good, employee wages the level is high, and vice versa.In this paper, use the scientific techniques to value the job evaluation, according to the multi-dimensional of all the positions, which are relatively fair, notarization, objective evaluation and grading. It reduces the difference of the different employment patterns, and improves employee motivation and fairness. The setting of the parameter is flexibly adjusted, which can easily used to adjust the floating wages and floating welfare. It promotes the company’s compensation management to depend on the market performance.Therefore, the purpose of this paper is to use the reforming policy of the state-owned company and according to the status of CZC commercial logistics company, design the remuneration system to meet the market-oriented. Its significance lies in the design of the new salary system, which might provide a reference model for the same industry salary management company or other state-owned enterprises.
