Seed Enterprises In Sichuan Province To Technological Innovation Research

Sichuan is an agricultural province providing seeds for the whole countries. The cooperative technological innovations among numerous seed enterprises are highly effective and promote the development of Sichuan seed industries with 40-60 million-kilogram seeds sold to other provinces, 10 million-kilogram seeds exported and 100 million-yuan output value achieved annually. Focused on Sichuan seed enterprises, this paper probes into the cooperative technological innovations among enterprises, universities and scientific research institutes.According to the questionnaire survey and interviews, the paper first summarizes the conditions of the cooperative technological innovation among Sichuan seed enterprises, then analyses its cognitive degree by means of systematic and cooperative theory, trading cost theory as well as game theory, its motive forces, its restraints and the effect of the government actions on it, thus offering references to Sichuan seed enterprises and further perfecting the theory of cooperative technological innovation.The study holds that the practical and strategic choice of Sichuan seed enterprises is the cooperative technological innovation, which decides the efficiency of innovations among seed enterprises. The results of the study are as follows: 1) Enterprises desire for cooperation, but lack the ability to accept the risk, thus having little initiative to cooperative technological innovations. 2) The major motivation for enterprises to choose such cooperative technological innovations is to improve their research and development abilities to enlarge their scale, increase their market shares and quicken the transformation of their scientific research achievements. 3) The main obstacles to cooperative technological innovations are immature technology, improper allotment of rights and interests as well as the lack of abilities to manage and innovate. 4) Enterprises are not satisfied with the government's actions and expect more support in loan and taxation remitting etc..At the end of the paper, suggestions are given.
