This article is based on analyzed theoretics production regional cooperation, the status in quo of research at home or abroad, discussd that the passing reseach is ranged only in giant extension ignored the small extension;the research object is seldem focusd on the boundary minorities region; the research content is lay stress on the government and the companny, ignored the the local resident. Bring forward that for the specific regional cooperation which like the Luguhu Lake region, we have to make the cooperation policy which is based on attach great importance to the opinion from all aroud , especialy those resident who is the barrior of the policy, to make sure the cooperation could implement favorably.First of all, this article argued the tourism development and problems of the Luguhu Lake region. According to the different period of the two sides of the lake .bring out the basement and the necessity of cooperation,Secondly, this article make the residents around the Luguhu Lake as an object. The author gives a descriptive research on the local people's attitude towards tourism cooperation between the Luoshui, Lige of Yunnan Provinces and Boshu of Sichuan Provinces.Moreover, analyzed the social context to form the attitude. This article is hopefully to inspire and ilium the local government. To set up the guilding ideology to plan as a whole, that we should benefit all.At the end , this article gives the way and approach to cooperation Luguhu Lake region, the tourism companies cooperate parallelly to guarantee the profit of investigation and construction; the governments cooperate vertically, to make sure the cooperation prosperous; both the governments and the companies cooperate crossed diffusely, establish synthetical cooperation mechanism.
